With an environment of lush green and water, Shenzhen International Low Carbon City gives priority to attraction of high-end low-carbon R&D resources to form low-carbon industrial clusters. Low carbon development is one and the only way out. Only this way allows for achieving the goal of sustainable development. In response to climate change, opportunities are created for achieving sustainable development, and the globally accepted Paris Agreement also reflects the spirit of South South cooperation. All countries should take responsibility for response to climate change, because it is a voluntary work and requires active actions for achieving the goal of sustainable development. This is why the South South cooperation has an increasingly influence on climate change response.
From focus on specialty technology to promotion of industrial development
China's target of carbon dioxide emission reduction has been increased by 5.1%, while the carbon emissions per unit of GDP has been decreased by 3.4%.Through series of measures to deal with climate change, China is working with the Carbon Emission Association to reach its peak carbon emissions as soon as possible, hopefully in 2030. Its carbon emissions per unit GDP would be further reduced 6%-6.5% by that time, and the total carbon emissions would be reduced by 20%.
As a highlight at this session, the International Clean Technology Road Show was held for the first time to present 19 projects from home and abroad, covering new energy, clean technology, smart city, etc. The organize invited over about 30 renowned venture capital institutions and investors, including Shenzhen Capital Group, Qianhai Mergers and Acquisitions Fund, Franklin Templeton Investments and Green Pine Capital Partners, as well as a strong lineup of experts led by an academician of the Chinese Academy of Sciences to match the projects with interested investors and facilitate the industrialization of low carbon technology. The Heychoy Plant Factory Project, which created a sensation at 2016 National Mass Innovation and Entrepreneurship Week, brought a real-life version of The Martian. A desolate factory building of 3,000 square meters has been renovated to conduct planting on multiple levels, requiring no sunlight, soil or pesticide. Without diseases, plants are grown 365 days a year no matter what the weather is. Plants can be produced in an intelligent manner at anytime anywhere.
September 8 witness the signing ceremony of four major projects, including the Contract for Joint Development of Shenzhen Research Center for Response to Climate Change between Shenzhen Municipal Development and Reform Commission and Harbin Institute of Technology, Shenzhen, the Contract for Carbon Finance Cooperation between China Emissions Exchange and financial institutes, MOU on Cooperation between Shenzhen Institute of Building Research Co., Ltd., and European Environment Foundation, and the MOU on Jointly Driving Development of Hydrogen Fuel Cell Industry in Shenzhen between Southern University of Science and Technology and International Innovation Center for Low Carbon Clean Technology.
Since its inception in 2012, Shenzhen International Low Carbon City has implemented the concept of low impact development comprehensively. Guided by the principle of "source reduction and process control", it has taken combinations of measures for green roofs, ditches with grass, rainwater wetland, water permeable pavement, and other sponge technology. Meanwhile, it has actively explored application of new types of rain water drains and rainwater collection facilities. In low carbon integrated rehabilitation for the Dingshan River, the "systematic management" idea of sponge city was applied to restore the river channel's natural flexible sponge capacity.
Wide influence of International Low-Carbon City
As noted by experts in the field, promotion of green low-carbon development requires not only the strategic guidance at the national strategic level, but also continuous efforts and exploration at the local level. In recent years, Shenzhen has been especially active in innovation and taken quick actions, including building of low carbon cities and towns, pilot carbon trading, building of near zero carbon emission areas, and international exchange and cooperation. It has gained rich experience and made noteworthy achievements in low carbon development.
Shenzhen International Low Carbon City aims to an eco friendly green city, an economically vigorous city, and a happy and harmonious livable city. It has created a spatial structure of "one axis and one belt, one core and three centers, crisscross development, and development of clusters" integrating different functions of work, life and ecology in an organic manner. Following the direction of innovation leadership, high-end and low carbon development and leaping forward in prioritized fields, Shenzhen International Low Carbon City has chosen energy saving and environmental protection, new energy, life and health, aerospace, high-end equipment and low carbon service as the key industries of development, and is working to accelerate construction of 6 low carbon industrial parks for energy-saving and environmental protection, health, aerospace and so on to materialize unique and harmonized integration of city and industry development.
