The Second Shenzhen International Low-Carbon City Forum was opened in Shenzhen International  Low-Carbon City on June 17, 2014. The forum was themed on "Low-Carbon Development - Quality Pathways of Urbanization", focusing on development pathways of new urbanization of low-carbon cities in China and creation of a platform for dialogue and cooperation between Chinese and foreign enterprises, government agencies, international organizations.

Prominent figures at the forum included Xie Zhenhua, then Vice Chairman of the National Development and Reform Commission (NDRC) and Special Representative on Climate Change Affairs of China, Xu Qin, Deputy Secretary of CPC Committee of Hebei Province and Governor of Hebei Province, and then Mayor of Shenzhen, Wang Rong, Chairman of Guangdong Committee of CPPCC and then Secretary of Shenzhen Committee of CPC, Qiu Baoxing, President of Chinese Society for Urban Studies and former Deputy Minister of the Ministry of Housing and Urban-Rural Development, Liu Yanhua, former Deputy Minister of the Ministry of Science and Technology, Annemarie Jorritsma, former Deputy Prime Minister of the Netherlands and Mayor of Almere City, Naoko Ishii, Chairperson and CEO of the Global Environment Facility, Long Yongtu, former Secretary General of the Boao Forum, and Du Xiangwan, Academician of the Chinese Academy of Engineering (CAF), former Vice President of CAF, and former Director of China National Committee on Climate Change Adaptation.

This forum attracted over 200 foreign guests from governments, international organizations, transnational corporations, international think-tanks, international financial institutions and scientific research institutions in 50 countries and territories and was covered by more than 100 news media organizations.

The forum consisted of the plenary forum, 4 sub-forums, 9 seminars, and 9 thematic activities. Special promotions and one-to-one talks were held as part of the forum. At the "Low-Carbon China" series of activities on the National Low-Carbon Day, 20 organizations were named "2014 Low-Carbon China Cases of Excellence and Low-Carbon Models of the Year".

The Third Shenzhen International Low-Carbon City Forum was opened on June 17, 2015. The forum was themed on "Cities' Transition to Green and Low-Carbon Development".

Over 2000 representatives from government agencies, international organizations, representative offices in China, domestic and foreign scientific research institutions and enterprises from 48 countries and territories, including the United States, Britain, France, Netherlands and New Zealand, attended the forum.201 scholars, experts and entrepreneurs renowned in China and overseas made wonderful speeches at the forum.

The forum consisted of the plenary forum, 13 sub-forums, and various activities. The general forum fell into four modules, namely, macro dialogue, urban dialogue, think-tank dialogue and enterprise dialogue, which reflected China's practical actions and ideas for addressing climate change.

The Fourth Shenzhen International Low-Carbon City Forum was opened on June 17, 2016. With the theme “Green and Innovation: New Momentum for Urban Transformation and Development”, the forum discussed innovative ideas of economic transition, new orientations of industrial development, current challenges of climate change, and creative forms of public participation in green development.

The forum consisted of the plenary forum, 13 sub-forums, 5 seminars and various exhibitions and activities. The 2016 China Low-Carbon City Achievements Exhibition, the First Shenzhen International Low-Carbon City Clean Technology Exhibition, and Low-Carbon Science Exhibition were held concurrently with the forum. “A Dutch Day was organized at the forum.
